《前線 · 焦點》 “FOCUS AT THE FRONTLINE" – 比賽獨立籌委會 Independent Organising Committee

本會致力提升《前線 · 焦點》新聞攝影比賽水平,希望可以改善並達到公平公開原則,因此,今屆執委會通過邀請多位對新聞攝影有經驗和觀點的人士組成「比賽獨立籌委會」,為比賽訂立一套更明確的系統和評審方式。

2017 – 2018年度「比賽獨立籌委會」成員為:

  1. 楊德銘 — 資深攝影記者
  2. 葉英傑 — 資深攝影記者
  3. 岑允逸 — 資深攝影記者

比賽獨立籌委會,職權如下:

  1. 可以選出比賽評判。
  2. 可以提議比賽評審方式,交由執委會通過。
  3. 可以在評判篩選前預審視先比賽照片,並可在同一事件,同類新聞性質或同類時機情況下調組。調組後將通知參賽者。
  4. 可以由籌委會成員或其委任之獨立人士預先審視比賽照片有否過分調整的成份;如有懷疑,可向參賽者索取原相/檔案,再向評判提出照片可能越出接受程度,讓他們决定。
  5. 沒有任何篩選權力。
  6. 為任何比賽爭議作最後決定。
  7. 如需更多權力或任何修改,可向執委會表達,再由執委會討論決定。

經過多輪討論,他們已訂立今屆比賽的評審方式與評判名單。

籌委會在評審日會派出代表,為評判協調。

HKPPA constantly hopes to increase the level and quality of the annual “Focus at Frontline" photo competition with openness and fairness in mind. This year, we have imposed an “independent organising committee" comprised of experienced members of the photojournalism community to help develop a set of system and rules.

The members of this year’s independent organising committee includes:

  1. Paul Yeung Tak Ming – Photojournalist
  2. Bobby Yip — Photojournalist
  3. Dustin Shum — Documentary Photographer

The independent organising committee’s terms of reference as follows:

  1. Elect jury members for the competition.
  2. Recommend judging method to the executive committee for approval.
  3. The independent committee will review images and may change categories of the submitted image to group similar images of same event. They will inform the contestant if change is made.
  4. The independent committee or its independent appointee may review photographs submitted for the competition for manipulation review to ensure compliance with its code of ethics in photojournalism. If suspicions of picture manipulation were found, will then approach the contestant for the submitted picture in its RAW/original format as recorded by camera for verification, and provide related findings to the jury to determine whether the content of any picture (either a single picture or frame in a story) has been altered, and may disqualified the entry.
  5. Have no power in removing and/or filtering any pictures from the competition.
  6. Reserves final decision in all matters related to the competition.
  7. May revert to the executive committee for more power if necessary and the executive committee will discuss and decide whether such power is given.

After many rounds of discussions, they have developed the rules and regulations for the competition, as well as the list of the judging panel.

Jury coordinator(s), member of the independent organising committee, will assist the jury during the judging process.
